You don't have to take our word for it. Here's the exact NYC DOE policy, in writing, with the citation.
"For Purchases up to and including $30,000, only a single quote is required if the award will be made to a City Certified MWBE."
For services and construction, the single-quote limit is $50,000 (§3-10(c)(2)). Above those thresholds, the MWBE Procurement & Contract Method allows direct awards to City-Certified MWBEs up to $1,500,000 with no formal competition.
| Purchase size (goods) | With a non-certified vendor | With Shine Bright (City-Certified MWBE) |
|---|---|---|
| Up to $250 | No competition needed | No competition needed |
| $250 – $15,000 | 3 vendors solicited | One quote (ours) is enough |
| $15,000 – $30,000 | Not allowed under simplified limit | One quote (ours) is enough |
| $30,000 – $1.5M | Formal bidding / RFP | Direct award via MWBE method (OSD) |
Source: NYC DOE Procurement Policy & Procedures, Section 3-10 "Simplified Procurement," amended Oct 18, 2023. Services thresholds: $5,000 micro / $50,000 single-quote from a City-Certified MWBE.
Following the right method is what keeps a purchase clean if it's ever reviewed. Buying from a City-Certified MWBE within these thresholds is the compliant method — it's not a loophole, it's the policy working as designed to support MWBE vendors. Every quote we send documents our certification and DOE vendor number, so your file is complete from the start.
